Hailyn Chen is an attorney member of the State Bar of California Board of Trustees, appointed by the California Supreme Court in 2017. She was reappointed in 2020.
Ms. Chen is a partner in the law office of Munger, Tolles & Olson in Los Angeles. Her practice focuses on government investigations, white-collar criminal defense, and complex business litigation. In 2019, the Daily Journal named her one of California’s “Top Women Lawyers.”
Ms. Chen brings substantial experience to the Board in conducting internal investigations into a variety of issues, ranging from the misuse of governmental grants, allegations of financial misconduct, nonprofit tax laws, conflict of interest, and violations of the False Claims Act. She often represents higher education institutions in litigation investigations and other matters.
Ms. Chen is a member of the Leadership Council on Legal Diversity and the National Association of College and University Attorneys. She also cochairs the Woman Advocate Committee of the American Bar Association’s Litigation Section.
Ms. Chen’s previous service to the Board of Trustees included chairing a working group in 2020 that implemented the Supreme Court’s direction to create an innovative new Provisional Licensure Program. She also previously served as the Board’s liaison to the Applicant Evaluation and Nomination Committee, which recommends candidates for the Supreme Court’s appointments of judges to the State Bar Court.
Ms. Chen received her law degree from the UCLA School of Law and her undergraduate degree from Yale University.
