This commission administers grant programs that fund nonprofit civil legal aid organizations, including Interest on Lawyers’ Trust Accounts (IOLTA) grants, the Equal Access Fund, and the Justice Gap Fund.
Per Business and Professions Code section 3210.5, the 24-member commission is comprised of 21 voting members and three nonvoting bench officers. The Board of Trustees appoints six voting members. The Chair of the Judicial Council appoints the 10 members, including the three nonvoting judicial advisors. The Senate Committee on Rules and the Speaker of the Assembly each appoint two commissioners. The commission itself appoints four members, including at least two members that are or have been within five years of appointment, indigent persons, as defined by Business and Professions Code section 6213.
The commission seeks lawyers and nonlawyer public members who possess a commitment to the delivery of legal services and sensitivity to the needs of low-income communities. Lawyers and members of the public who have experience or familiarity addressing the particular problems of self-represented litigants, experience and familiarity with community economic development, or who have knowledge of the structure and practices of banking and financial institutions are encouraged to apply.
