Agency Billing

The State Bar requires firms or organizations paying for multiple attorneys with a single payment to use the Agency Billing application. Use of the Agency Billing application will ensure compliance with rule 2.11 and avoid nonconforming payment penalties.

Agency Billing will be available for the 2026 annual license fees beginning February 1, 2026. Payment is due March 30, 2026.

Annual fees

Calculate annual fees through Agency Billing, and then pay by credit card or an electronic check from a checking/savings account (ACH). You may also print the invoice when you calculate the group payment to mail payment by check. Mailed payment must include a copy of the invoice, and the check amount sent must match the grand total amount listed on the invoice. The State Bar recommends using trackable mailing services when mailing your payment. Submit your invoice and check to the address below:

In Agency Billing, you may also pay for California Lawyers Association fees and State Bar of California Legal Specialization fees. You will also have the opportunity to donate to the Justice Gap Fund, California ChangeLawyers (formerly the California Bar Foundation), and the California Supreme Court Historical Society.

Account access assistance

Do not create a new account if you cannot recall your Agency Billing account username and/or password.

If you forgot your username and/or password, use the password reset; if the previous Agency Billing account administrator left and you do not have the account username and/or password, please fill out the Licensee Records and Compliance Inquiry form.

MCLE

Attorneys who are in MCLE group 3 (last names N-Z) are required to report compliance by March 30, 2026.

CTAPP annual reporting
